USE OF SYSTEMS ANALYSIS IN THE PLANNING, DESIGN, AND OPERATION OF INLAND WATERWAY TRANSPORTATION

The systems approach to U.S. inland waterway planning has been developed in recognition of the systematic nature of waterway transportation and to reflect the waterway's role as one component of a multimodal transportation system. This approach is embodied in the Corps of Engineers' recently developed Inland Navigation Systems Analysis (INSA) program. INSA recognizes that waterway transportation is a dynamic physical system embedded within an equally dynamic multimodal transportation market and national economic system. Accordingly, the INSA system of models is designed to simulate the national market system and the role of inland waterway transportation within that market system. One set of models simulates inland waterway transportation. A second set of models, which uses the waterway models as one component, simulates transportation markets within the national market system. The entire model system is used to simulate market response to proposed federal actions and to estimate the impact and value of government actions by simulating market performance with, and without, the proposed actions.
