PRIVATIZING TRAFFIC CENTER OPERATIONS

In this article, the author suggests that Traffic Operations Centers ( TOCs) be privatized in order that the benefits of Intelligent Transportation Systems (ITS) can be fully realized. The author looks at the following services that a private contractor can provide: management and staffing, software development and maintenance hardware maintenance and upgrading, and communication system maintenance.
