HAZARDOUS ROAD LOCATIONS: IDENTIFICATION AND COUNTER MEASURES

An attempt has been made to synthesize the experience of member countries in an effort to produce guidelines to identify road locations where some feature of road design-layout, surface, markings, signs, furniture - is leading to a hazardous or potentially hazardous situation. Recommendations for economically viable methods of treatment appropriate to the different situations have also been examined. The study includes consideration of means of reducing both frequency of accidents and their severity. The main issues investigated relate to: definition of hazardous locations, black spots, etc.; detection, identification and classification of such locations; the identification of factors contributing accidents from accident records and measurements and observations at the sites; remedial measures and their cost effectiveness; the determination of the best remedial measures; measurement of cost effectiveness of improvements, and evaluation of priorities.
