ADVERSE WEATHER, REDUCED VISIBILITY AND ROAD SAFETY

The report reviews the available data regarding accident frequency under reduced visibility due to fog, rain, snow, dust and smoke and meteorological information concerning the frequency of those conditions. Consideration is also given to indirect causes of reduced visibility, such as splash and spray, and also to the influence these factors may have on the decision-making process of the driver. The report also deals with the various available countermeasures which can be directed toward lessening the risk of driving in adverse weather, including those aimed at the reduction and/or the removal of the source of reduced visibility and those methods and techniques designed to warn and guide drivers beset by reduced visibility conditions. A methodological approach to the evaluation of the effectiveness of countermeasures is presented, particular attention being given to cost-effectiveness studies. /Authors/
