Reinforced by Federal legislation, Minnesota passed legislation which required annual bridge inspection and included rating and training sessions, uniform inspection procedures and reports, and centralized inventory reporting. Criteria were set to identify deficient bridges, and a bill providing $600 million in bridge bonding over a 12-year period was introduced in 1976. Deficient bridge candidates are referred to the appropriate regional planning commission or metropolitan council for review of consistency with long-term development plans. They are then sent to the Commissioner of Transportation for prioritization for funding. It is anticipated that the entire authorization of $50 million will be committed by the end of 1977 and that action will be taken to extend the financing at the rate of $50 million annually until the replacement program is complete.
