POST LICENSING CONTROL REPORTING AND EVALUATION SYSTEM. VOLUMES I AND II

The Department of Motor Vehicles of the State of California has implemented an ongoing reporting and evaluation system for the driver control and treatment activities that comprise the Negligent Operator component of its Post Licensing Control Program. The Post Licensing Control Program (PLC) includes a wide variety of mandatory and discretionary treatments and activities that serve to promote highway safety. The Negligent Operator component (Neg Op) deals with drivers with high conviction and/or accident rates. The first outputs of cost, effectiveness and benefits data are presented in this report. These results represent both the completion of the design and implementation phases of the Neg Op evaluation to continually evaluate the ongoing traffic safety programs of the Department. Results to date are as follows: The Negligent Operator treatment program prevented 1,200 accidents in 1975, resulting in an estimated benefit to society of from $2,660,509 to $6,465,220. Substracting the reducible (estimate of cost saved by eliminating program) cost of treatment ($2,485,278) yields a range of net benefits from $175,231 to $3,979,942. Present results for individual treatments showed considerable variation, depending on the criterion used. The Warning Letter treatment was among the poorest at reducing accidents, but was extremely good on the cost-effectiveness and cost-benefit criteria. The Individual Hearing was effective at reducing accidents, but not as good as the Warning Letter on the cost-effectiveness criteria. All treatments (Warning Letter, Group Educational Meeting, Individual Hearing, and Probation Violator Hearing) were highly effective at reducing violations. Initial steps have been taken toward the implementation of a Recidivism Model and a Resource Allocation system. These are included to demonstrate feasibility of a more complete system of planning and management control. Also included is a pilot study on accident rates of drivers in the P&M (Physical and Mental Condition) treatment program. This is an initial step toward the possible expansion of the PLC Evaluation beyond the Negligent Operator component into other areas of Post Licensing Control.
