BID ASSESSMENT AND PRIORITISATION SYSTEM (BAPS)
This paper presents BAPS, the new computer-based structures bid assessment and prioritisation system proposed by the UK's Highways Agency (HA); it is based on the HA's total review of trunk roads management. BAPS will replace the current BE14 and BE15 systems. It will combine the strategic needs of the road network with the maintenance needs of individual structures, allowing for alternative maintenance strategies, the application of whole-life costing principles, and the assessment of risk in terms of road-user delays if the work is not conducted. BAPS considers structures in terms of their constituent elements, each of which needs a specific maintenance regime. Bids are submitted for any element which will need work in the next bid year, and must be based on formal structural assessments or assessments based on engineering judgement of previous inspections. Each Maintaining Agent will be required to consider and submit several bid options to conduct its maintenance work, and will examine the implications of not doing the work. Bids will include year, work description, and various costs. The process of prioritising bids and proposals has several stages.
