ADVICE NOTE ON THE MANAGEMENT OF SUB-STANDARD HIGHWAY STRUCTURES
UK Departmental Standard BD 21/97 (see IRRD 888385) provides criteria and procedures for assessing the adequacy of road bridges to carry current and future heavy vehicles, especially 40t lorries that will be permitted by the European Union (EU) from 1999 on. Many local authorities have found it difficult to comply fully with the required actions on some bridges, due to the excessive traffic disruption and other costs that would arise. Thus the Highways Agency (HA) set up a National Working Group, comprising all the UK's major highway authorities, which worked through 1997 to draft the new Advice Note BA 79/98, The Management of Sub-Standard Highway Structures. The Note explains the need to conduct structural assessment, using criteria and methods that approximately balance safety with economy. It provides guidance on managing actually and provisionally sub-standard road bridges. It recognises the contribution that monitoring can make to assuring the safety of bridges suitable for monitoring. It shows how to identify such bridges, and describes the process for their assessment. It also describes classes of monitoring and the factors to be considered in choosing a suitable monitoring regime. It should assist the complex task of maintaining the safety of sub-standard bridges in the period from their assessment to their replacement or strengthening.
