A SUITABLE TOOL: A VIEW OF ETC IN SPAIN

Spain is actively considering extending the use of electronic toll collection (ETC) and applying it to control mobility and transport demand. This article examines the current situation and discusses future prospects; it includes maps of Madrid, Bilbao, and tolled tunnels and motorways in Spain. 19 companies in Spain operate ETC concessions, and all of them are administered by Aseta, the Spanish association of tolled motorways. Together, they manage 2100km of tolled motorways with 25 concession areas. Almost all concessions will remain private until 2011. The A8 motorway has three tolled stretches, including that between Bilbao and San Sebastian. Catalonia has five motorway operators, with over 600km of tolled motorways. Teletac, the only financial service yet used by more than one toll operator, is designed for use by cars and vehicles without trailers, and now has over 100,000 tags in operation. The Malaga-Estepona motorway has the first ETC system to comply with the 5.8GHz European standard. Interoperability is an urgent need for ETC systems in Spain. The Ministry of Civil Works and Transport is considering constructing 441km of tolled motorways, and radial routes around Madrid are also due to open soon. In 2000, it may become possible to travel from Barcelona to Madrid without stopping at toll plazas.
