CENTRAL PLANNING

This article outlines the plan of the town of Orpington, on the south east outskirts of London, to create a more friendly urban centre. The 'Town Centre Partnership' has proposed a three-phase plan to introduce landscaping and traffic-calming measures in the town. After a long discussion period, phase one has now obtained funding. It has just begun, and incorporates 15 different schemes to enhance the appearance, safety, and user-friendliness of the town centre. Many of the schemes use new street signage, sometimes in a 'village' style, to help people find their way round. The scheme has been designed to reduce traffic and make the centre safer for pedestrians, for example by widening pavements in key locations to make bus stops and pedestrian crossings safer. It will also add character to the town and develop distinct retail and cultural areas. The town will become more user-friendly by investment in street furniture and in notice boards for civic information and extra advertising space. Feedback from the public will be sought after completion of phase one, to assess the success and popularity of the initial schemes. Phase two will then follow by adding eight new schemes, including new cycle routes. Phase three, due to occur in 2002 and 2003, will focus on improved accessibility to the centre.
