COUNCILS BUILD UP NEW CONSULTATION TECHNIQUES IN BID TO ENGAGE PUBLIC IN LTPS
The Department of the Environment, Transport and the Regions (DETR) wants the new local transport plan (LTP) system to involve genuine public participation at all levels, including the general public as well as business and interest groups. This article examines how local authorities in the UK are meeting this challenge and adopting new methods for obtaining the views of ordinary people. The first LTPs are due to reach the DETR by July 2000, and the DETR expects local people to be genuinely involved in their production, rather than be consulted only on the finished products. M Jackson, the DETR's head of LTPs, outlined this policy at a Local Government Association (LGA) seminar in October 1999. He said that most local authorities had already responded very positively to this call to open up the policy process. Though local authorities will largely determine how they conduct this process, the DETR guidance to them on producing LTPs presents several principles for consultation. This article gives examples of different approaches to the consultation process that are being adopted by various English local authorities, including Bristol City Council, Hertfordshire County Council, Medway Council in Kent, Cheshire County Council, Leicestershire County Council, West Sussex County Council, and West Yorkshire local authorities.
