TRANSPORT POLICY: THEORY AND PRACTICE
The subject of this report is the analysis of the transport policy development process. Its primary objective is to sketch a general analytical framework within which specific factors affecting policy formulation and administration can be considered in more detail. It includes specific institutional, cultural and social factors which are crucial in the actual process of policy-making and the analytical framework suggested here is extended to include these factors. The secondary objective is to draw some tentative conclusions regarding problems inherent in policy administration and formulation.
