STREET-LIGHTING INSTALLATIONS
The purpose of this document is to provide practical safety advice about street lighting, based primarily on accident studies and the experience gained within UK highway authorities. The first part summarises the working group's findings from an analysis of accident studies by various authorities and from the questionnaire provided for this study. The report's main body gives further details of the separate studies on which the group's findings were based: (1) before-and-after studies of street lighting improvements on major sections of principal roads in Greater London; (2) street lighitng improvements at sites in London with dark accident problems; (3) street lighting improvement in Manchester; (4) analysis of a mass-action lighting programme in Hertfordshire; and (5) data aggregated from individual sites about remedial measures involving street lighting, Only factual information is provided, in a standard format that is largely self-explanatory. It is usually better to use a large sample of accidents and or/sites in studies of accident extent. Studies using appropriate statistical tests and control data are more reliable, especially for small samples. It is important to consider effects from traffic and pedestrian flows and site characteristics. The third part contains detailed information from answers to the questionnaire circulated to all highway authorities in Great Britain. (A)
