AVOIDING THE COLLISION OF CITIES AND CARS : URBAN TRANSPORTATION POLICY FOR THE TWENTY-FIRST CENTURY : REPORT ON A STUDY PROJECT SPONSORED BY THE AMERICAN ACADEMY OF ARTS AND SCIENCES IN COOPERATION WITH THE ASPEN INSTITUTE
The first part of this report provides background and identifies the present social concerns raised by automobile use. It proposes a central hypothesis and establishes criteria for assessing policy alternatives. The report makes three sets of recommendations. These include near-term habit-changing strategies, mid-term strategies for changing the vehicle and its fuels and infrastructure, and long-term strategies for changing mobility structures and land-use patterns. The report's concluding section argues that industry, government, and community leaders should work together to implement the report's recommendations.
