MODERNIZATION OF THE MAIN HIGHWAY SYSTEM

MODERNIZACION DEL SISTEMA CARRETERO TRONCAL

This document presents the Secretariat of Communications and Transport investment program for highway construction and modernization for the years 1999 and 2000. It thus provides reference material for readers interested in knowing about its main purposes and the specific actions undertaken to attain them. The central goal of the enlisted projects consists of modernizing the ten main highway corridors that extend throughout the national territory. These corridors, of an approximate length of 16 thousand kilometers of high specification roads, represent the backbone of Mexico's highway system. Their importance lies in the fact that they interconnect Mexico's distant points, and that they contribute to the nation's economic activity and social development as reflected by their high traffic volumes. Hence their need to receive special attention and an important part of SCT's annual budget. The efforts needed to improve and modernize the operational conditions of highway corridors and thus allow them to fulfill the needs generated by Mexico's economic and demographic growth, mean more than the allocation of always scarce public resources to highway programs. Therefore, it is sought to reduce project costs and to increase the efficiency of various functions related to the final quality of the projects. Some of the actions undertaken to achieve these objectives are: the improvement of right-of-way acquisition process; the preparation of complete project designs; the review and update of technical specifications; the development of environmental impact statements; the improvement of the link between project planning and evaluation and highway policy objectives; and the search for new ways of developing projects through public-private investment schemes. In the following pages the reader will find the main projects that the Secretariat of Communications and Transport will develop between 1999 and 2000 in order to continue promoting the modernization of Mexico's national highway system.
