DESIGN/BUILD FOR SIX BRIDGES IN NEW YORK CITY: AN INNOVATIVE PROCESS

Recently, state departments of transportation and other agencies have exhibited great interest in exploring the desing/build concept as an alternative contracting/project delivery system for highway and bridge projects. In fact, in the last few years many agencies, including the Federal Highway and the U.S. Department of Transportation, have employed the design/build approach on an experimental basis. In 1993, The New York City Department of Transportation selected six bridges in Brooklyn and Queens as the pilot design/build project for the City. Coincidentally, it was also the first design/build project for bridge construction in New York State. The main objective in implementing the design/build concept for this particular project was to accelerate the schedule for the replacement and rehabilitation of these six badly deteriorated concrete bridges. The project was quite successful in that considerable cost savings were achieved, and the original of reducing total construction time was realized. Neither benefit would have been attainable if the project had been approached as a conventional design-bid-construct effort.
