CONTRACTOR DIGS IN ON DEBRIS BLOCKING PACIFIC COAST HIGHWAY
El Nino's devastating winter storms have taken a big toll on California roads as the $220-million damage estimate keeps rising. The California Department of Transportation (Caltrans) expects to spend about $20 million alone on a landslide-prone hillside that threatens a key 2,000-ft-long (610-m) stretch of the scenic Pacific Coast Highway in Malibu. Contractors have hauled more than 17,000 cu yd (12,998 cu m) of material and demolished two hillside houses that were in danger of crashing onto the road. After an initial earth berm failed to stop debris, Caltrans installed a 600-ft-long (183-m), 16-ft-tall (5-m) barrier constructed of double-stacked rail cars welded together.
