A NATIONAL STRATEGY FOR TRANSPORT INFORMATICS IMPLEMENTATION
This paper discusses how to choose an overall national strategy for transport informatics implementation. The method used starts by drawing up a model based on the different actors in the implementation process. This model is used as the basis for an actor analysis, with four scenarios for the deployment strategy based on the roles of different actors. An analysis is made to choose between a centralised and decentralised implementation strategy. The analysis shows the special difficulties in applying information technology in the transport sector and points out the necessity to form an implementation strategy that is based on all the different roles in the implementation process. The approach makes it possible to derive an overall strategy and guidelines for deployment decision making. (A) For the covering abstract, see IRRD 490001.
