TWO'S COMPANY

In May 1998, Europe's first urban high-occupancy vehicle (HOV) lane opened in Leeds, England. In this experimental scheme, drivers carrying passengers into Leeds along the busy A647 Stanningley Road will be rewarded by having a faster journey to work, while bus passengers along the same road will have more frequent services and shorter journey times. This project is part of the ICARO research programme under the European Union's Fourth Framework programme. It is designed to relieve the congestion caused by cars with about 4000 empty seats an hour travelling along the road to Leeds. The HOV lane (2+ lane) is restricted to cars and vans carrying at least two people, buses and coaches, cycles and motorcycles, emergency vehicles, and abnormal loads. Vehicles with only one occupant and all lorries are banned. Enforcement of the lane will be carried out by police motorcyclists, and financed jointly by Leeds City Council and West Yorkshire Police. Leeds highways and transportation department has also introduced a cycle lane, improved pedestrian facilities, installed new bus lay-bys, and enhanced several junctions along this corridor. The Leeds scheme will include computer modelling on 3+ occupancy. ICARO also has a variety of projects in eight other European cities, including three other HOV projects.
