THE INSPECTION AND EVALUATION OF NUCLEAR RELATED CIVIL ENGINEERING STRUCTURES

Nuclear Safety Related Civil Structures are the subject of an ongoing Inspection and Evaluation programme as set out in the Site License Conditions for each Nuclear Power Plant Site. This paper describes the different classes of structure encountered on Nuclear Power Plants and the procedures that are used during their inspection and evaluation. Structural inspection is carried out by periodic surveys and may include continuous or quasi-continuous condition monitoring depending on the type and importance of each structure. The paper describes the methods employed in the evaluation of structures plus the use of engineering judgement and fixed acceptance criteria to confirm their continued fitness for purpose. This is based on consideration of original design criteria, external hazards, and any subsequent changes in loading conditions and design codes. Historical records and databases and comparison with the performacne of similar structures are used to identify the effects of ageing and any identified trending. Inspection and monitoring activities on the Nuclear Power Plants operated by Nuclear Electric and Scottish Nuclear over the last 25 years have allowed a pattern of behaviour to be established and the results of periodic Safety Reviews have demonstrated that the Civil Engineering Structures are performing in accordance with the design intent. This paper sets out the strategy adopted by the British Energy Group in its approach to ensuring ongoing fitness for purpose by continued surveillance, materials testing, review of historical data, ongoing research through the Industry's Technical Working Groups and development of modern analytical techniques.
