INTEGRATING PAVEMENT & INFRASTRUCTURE MANAGEMENT

The first infrastructure component to which many public agencies have applied a modern and comprehensive management principles has been the roads. In particular, pavement management has received a great deal of attention and many Pavement Management System (PMS) have been implemented around the world. This has been followed by Bridge Management Systems, Traffic Management Systems, Safety Management Systems, etc. At the same time, interest has grown regarding application of the same principles to the underground infrastructure (utilities, services, etc.). This paper is directed to describing the framework for and the key components of integrated infrastructure management systems with emphasis on the road component. More specifically, the following are addressed: (1) data requirements and management for an integrated global network basis; (2) condition assessments and deterioration modelling: assessment of infrastructure component deficiencies; (3) development of integrated, multi-year priority programs of maintenance and rehabilitation; (4) application of work management in terms of organized work flows tracking of costs and tracking of infrastructure network performance; (5) examples to illustrate the foregoing, with specific reference to what is being implemented in St. Albert, Canada - a progressive city with a population of approximately 50,000.
