AIR QUALITY AND LAND USE PLANNING

This guidance is issued by the Department of the Environment, Transport and the Regions (DETR) and the Welsh Office under Section 88(1) of the Environment Act 1995. It is intended for use by all local authorities and especially by their planning, environmental health, economic development, and transport planning departments. It will also be useful to the Environment Agency, business, the public, and others engaged in the planning process. It will help local authorities to develop action plans to address specific localised air quality problems and more general strategies to improve air quality. Its principal objectives are to ensure that: (1) the land use planning system makes an appropriate contribution to achieving national air quality targets; and (2) air quality considerations and other relevant considerations are addressed in the planning process. To help achieve these objectives, this document alerts local planning authorities to the general principles of local air quality management, and the need to respect the National Air Quality Standards and local reviews and assessments of air quality. It outlines the links between the planning system and policies to improve air quality, and advises local authorities and other bodies on how to meet the objectives.
