THE ELECTROMAGNETIC SPECTRUM, A LIMITED RESOURCE, AND ITS MANAGEMENT
Engineers have developed the technology to make communications effective and efficient. Many existing forces are counter- productive to the orderly maintenance and further development of this natural resource. Short-term considerations play a great role in obscuring the ideal development of the spectrum, while the lack on the part of spectrum users and managers to harmonize our efforts to a higher degree results in much redundant activity. /GMRL/
