EL PASO, TEXAS SELECTIVE TRAFFIC ENFORCEMENT PROGRAM
The report presents an evaluation of the El Paso, Texas Selective Traffic Enforcement Program. The El Paso STEP involved six different experiments conducted over a thirty month period. Countermeasures tested included fixed point enforcement, patrol and radar. In addition one experiment was a special effort conducted for the holiday season in December 1973. This effort reduced accidents through the combination of newspaper publicity, TV spots, radio announcements and selective enforcement. The result was the lowest volume of accidents for the holiday season in three years. Overall the other experiments did not produce accident decreases. In one experiment line patrol was employed but was not effective. In other experiments a mixture of radar and patrol were tried but were not successful.
