OPERATION, REGULATION, AND FINANCING OF AMBULANCE SERVICES IN TULSA, CREEK, AND OSAGE COUNTIES: AN AID FOR LONG-RANGE PLANNING
A study of the operation, regulation, and financing of ambulance services in the three-county Tulsa, Oklahoma, planning area is presented, and the feasibility of establishing an ambulance district to serve all or part of the area is analyzed. The report documents the following: population characteristics and density; organization and operation of existing ambulance services; laws regulating operation of ambulance services; current costs of and revenues from ambulance services; estimated and projected demand for ambulance services; identification of political and economic factors which affect implementation of a specific course of action; definition of current problems in the operation and financing of ambulance services; analysis of alternate solutions; and recommendations. Based on study findings, development of a regional emergency medical service district including the five counties in the Tulsa Standard Metropolitan Statistical Area is recommended. Interim measures for improving ambulance service within the existing structure also are recommended, including the provision of helicopter emergency medical transport for the five-county area at the earliest feasible date. A proposed schedule of action relative to implementation of the recommendations is presented for the Tulsa Area Health and Hospital Planning Council. Supporting data are included.
