THE INTERNATIONAL LAW OF THE SEA: A CASE FOR A CUSTOMARY APPROACH

In the paper, consideration is given to the lack of progress of the Law of the Sea convention. The author, therefore, considers the diversity of perspectives and comments on them briefly. The major issues are described with a suggested policy for change for the United States in particular, and a more orderly approach to Law of the Sea development for the world, in general.
