THE SPECIFICATION OF STREET LIGHTING NEEDS. EXECUTIVE SUMMARY
The summary outlines the research performed toward accomplishing five specific goals as follows: (1) identify a method of quantifying the level of visibility provided by roadway lighting, (2) determine the precision of this method as a measure of driver visual performance, (3) develop a method for specifying driver visibility needs, (4) develop a method for predicting the distribution of visibility along a roadway, and (5) identify warranting conditions affecting the level of visibility required for a variety of situational factors common to urban roadways.
