SURVEY OF RIDING BY UNLICENSED MOTORCYCLISTS

On the weekend of April 3 and 4, 1976 a total of 392 motorcyclists in the Perth metropolitan area were interviewed by patrolmen for the purpose of ascertaining whether they held an appropriate driver's licence. The checks revealed that 46 or 12 per cent of the riders were violating the licence laws. Offences included riding under suspension, no motorcycle licence, incorrect class of motorcycle licence, and contravening conditions of an extraordinary licence. A further 37 riders were found to be committing other offences or were issued with a work order or caution. Overall it was found that 83 or 21 per cent of the motorcyclists were violating one or more traffic laws or regulations. The report discusses the implications of the results for future enforcement activity related to the driver licensing laws. It appears that only with the provision of on-line computer facilities will effective enforcement of the laws be possible.(a) /TRRL/
