AN INDIVIDUAL COST MINIMISING METHOD OF DETERMINING MODAL SPLIT BETWEEN THREE TRAVEL MODES
An attempt has been made to produce a theoretical modal split model based on the behaviour of travellers viewed at an individual level. It assumes that there is a distribution of costs for travel on each mode, so that different individuals do not necessarily incur the same costs. Each individual chooses the mode that is cheapest for him. In order to keep the mathematics tractable the present work assumes that the value of time is the same for all individuals, though it should be possible to overcome this restriction. The effect of correlation between cost distributions on different modes is important and is included in the model. A complete solution is obtained for the three mode case, and two sets of worked examples are included to compare the results with those obtained from the standard exponential cost difference model. It is shown that for these two situations the exponential model and the new model are in close agreement. The new model, however, eliminates some problems of existing multi-mode models such as the "red bus/blue bus" anomaly, and gives some insight into the reasons for the occurrence of these anomalies.
