KANSAS CITY ALCOHOL SAFETY ACTION PROJECT; AN ANALYSIS OF THE SPECIAL ALCOHOL SAFETY PATROL

The enforcement of laws prohibiting driving under the influence of intoxicating liquors (DUI), is the reason for Administration, Washington, D.C. is a special section within the Kansas City, Missouri Police Department. Unmarked, one-man patrol cars were used for SASP duties. Nearly all patrolling was done between 8:00 p.m. and 4:00 a.m., Monday through Saturday. The number of DUI arrests and the number of arrests by SASP in Kansas City are examined as well as an analysis and examination of those arrested. Based on data collected during 1975, a generalized patrol strategy model of manpower deployment has been developed. Applications of the model shows that modest alterations in current deployment strategies could yield higher overall arrest rates.
