AUTOMATIC LICENSE PLATE SCANNING (ALPS) SYSTEM-FINAL REPORT

Major summarized components of this report are as follows - engineering analyses and design studies for alps systems prepared by Bendix Research Laboratories and ITEK, a socio-economic valuation study which finds the alps optical scanning to be the effective and feasible mass scanning technique for reduction of auto-related crimes, a study of patterns of auto theft and criminal careers which supports the estimated effectiveness of alps through strategic deployment and finds auto theft to be a significant initiating factor in criminal careers, a legal and public policy analysis suggesting that alps be limited to stolen cars, wanted persons, and stolen property, and recommendations calling for implementation of the bendix-designed alps system and the imposition of operational limits on alps to avoid its unconstitutional use.
