A SMALL VESSEL SURVEILLANCE AND RENDEZVOUS SYSTEM

Considered is the problem of small-vessel surveillance within a 30 mm radius. Such information would allow quick vessel assistance and position advisory under all weather conditions. A minimum data rate of 10 vessels per minute is desired, with positive vessel identification and Loran-C accuracy. The system discussed employs low cost user equipment based on existing VHF-FM transceiver and crystal reference. Adequate performance is achieved through the use of Loran spectra compression prior to retransmission, coupled with a high-speed parallel estimator algorithm for cycle ambiguity reduction. A data link provides for AGC control as well as entry and addressing. A performance analysis is carried out for the major system components. Lastly, overall performance is computer for high and low-altitude search vehicles at various locations within East Coast Loran-C coverage.
