CALCULATION OF CAPACITY, QUEUE LENGTH AND DELAY IN ROAD TRAFFIC FACILITIES
Sweden's national road administration initiated a study in 1971 with the aim of producing adequate calculation methods for the discharge capacity of road facilities; discharge capacity being measured by such efficiency factors as capacity, queue length, delays, proportion of stopped vehicles, etc. The author describes the background history to this study, the aims of the study and the various systematic stages followed, leading to a two-day seminar in September 1976 at which the calculation methods were critically examined. Three categories of traffic have been considered - motor vehicles, bicycle traffic and pedestrians, and the type of facility and efficiency factors treated for each of these categories are tabulated and discussed. Calculation methods dealing with public transport have not been taken into account. Innovations introduced into calculation methods include explanatory models based on the queue theory of motorist behaviour in addition to the results of regression analysis from a number of field surveys, and new types of facility such as non-signal-controlled intersections and facilities for bicycle traffic and pedestrians. The methods are described as being a number of computational steps, but final publication of the calculation methods will take into account all the opinions that have been expressed on the methods. /TRRL/
