GENERAL OBSERVATIONS CONCERNING THE PLANNING OF PEDESTRIAN STREETS AND PRECINCTS

ALLGEMEINE GESICHTSPUNKTE ZURANLAGE VON FUSSAGENGERSTRASSEN UND-ZANEN

There are already traffic free zones in 250 cities in the Federal Republic of Germany. Pedestrian precincts are one of the most popular ideas to come from town planners in the hope of building man-orientated cities and thus creating the concept of functionally justified traffic. Planning exclusive pedestrian precincts involves traffic related organisational requirements such as a graded differentiation of roads for the various types of traffic in relation to their significance, stress and the possible inconveniences they may cause each other. It also marks the beginning of a regionally determined reorganisation of traffic and is concerned with the present state of traffic congestion and the three separate units, driving, parking and walking. The planning and development of pedestrian streets is determined in accordance with various spheres of activity including legal, building, safety and traffic police requirements. A check list of police attitudes towards the planning and building of pedestrian streets is appended. /TRRL/
