PUBLIC LIGHTING AND ENERGY CONSERVATION
The article summarizes a report giving the results of a survey by the county surveyors' society on ways and means of safely reducing expenditure on public highway lighting without investment in other areas. Methods considered are the switching off of street lighting, converting to high efficiency light sources (generally low pressure sodium) and the use of low loss control gear. Also included in the survey are the effects of extending bulk charge and scouting frequencies and reduced burning hours. It is concluded that switching off lighting units is inadvisable because of increased maintenance and accident costs. Reducing burning hours is unlikely to be effective because of the cost of adjustments to individual lamps. The most important method, which is being extensively implemented, is the replacement of inefficient lamps with modern discharge lamps consuming less energy. /TRRL/
