TRANSIT COSTS DURING PEAK AND OFF-PEAK HOURS

This paper discusses the relative costs of providing peak-hour and base transit service in Albany, New York, during a 3-month period between January and March 1976. It concludes that the total cost (operating and capital) per passenger was $0.480 during the peak period and $0.746 during the base period. It cautions against the application of these results to other properties because of differences in peak and base service requirments, demand profiles, and union work rules and concludes with a discussion of the implication of the results for transit fares by contrasting an economic viewpoint and a transit-operator viewpoint. /Author/
