THE RAILROAD REVITALIZATION AND REGULATORY REFORM ACT OF 1976

The changes in the Interstate Commerce Commission's procedures for abandonments and discontinuances under the Railroad Revitalization and Regulatory Reform Act of 1976 are discussed. The approach of the Regional Rail Reorganization Act of 1973 in solving the problems of unprofitable branch lines and assuring adequate rail service has been continued and expanded. The new statuatory plan recognizes that it may not be in the public interest to require railroads to operate without expectation of reasonable profits, but does attempt to protect the interests of shippers and communities.
