OIL SPILLS: ISSUES AND ACTIONS
International efforts to combat vessel pollution have been under way for greater than 3 decades. Some technical efforts and the more recent and unfinished negotiations on jurisdiction are described. International conventions exist which deal with safety, vessel discharges, pollution from ships, and crew qualifications and training. There has been rapid development in the past few years of new technology to clean up oil spills. Jurisdictional issues have received growing attention in the last 8-10 years, producing new methods and mechanisms for combating pollution is some cases but frustration in others. Major jurisdictional issues are being negotiated in the Law of the Sea Conference. On the broader question of controlling vessel pollution, major jurisdictional problems relate to the ability to establish and enforce regulations.
