FLOOD-PLAIN MAPPING: THE NEED AND SUGGESTED GUILDELINES FOR A NATIONAL PROGRAMME
The need for a co-ordinated national programme of flood-plain mapping for Australia is outlined. Flood damages represent a huge and increasing economic and social cost, and the programme would provide information essential to the rational and equitable development of cost-effective flood mitigation for the nation, including that needed for both structural and non-structural measures. The maps would also be of great use to individual property owners. To be of maximum benefit, the programme should be co-ordinated on a national basis and use standardised techniques. The programme being undertaken in the United States Provides a valuable model, and much experience has been gained in overcoming practical problems. Details and organisation of a suggested programme for Australia are discussed, including production of the maps, level of detail, required data, techniques, areas to be mapped, available topographic information, costs, and legal and social problems. /Author/
