SAFETY AT SEA: A LABOUR VIEW

The paper identifies three types of shipowners: first the employer whose policy is to provide a safe working environment, secondly the employer whose policy is to comply with the main requirements of the law, and thirdly the employer whose policy would be to comply with the law if his cash flow or the operational profit level required would enable him to do so. It then discusses the seafarers trade unions' attitude to each group. Finally, three issues requiring speical attention today, manning, hazardous substances and nervousness, are taken up.
