A THEORETICAL FRAMEWORK FOR PLANNING RESIDENTIAL AREA
A theoretical residential area model is presented which, it is suggested, can be used to assist in the formulation of residential area plans. Variations of the basic model are proposed to allow for different types of residential development. Using these models it is shown how the relative efficiencies of residential area plans can be determined. The second part of the paper considers the environmental traffic capacity of residential areas and a quantitative approach is suggested to test whether or not the environmental traffic capacity of a residential area has been exceeded. Of particular importance is the conclusion that the environmental traffic capacity of a residential area is a function of the spatial distribution of land use within the urban area and hence is a time dependent variable. /TRRL/
