URBAN TRANSPORTATION PLANNING SYSTEM: PHILOSOPHY AND FUNCTION
This paper describes the philosophy behind and the functional requirements of a computer-based system for urban transportation planning. It begins with a view of the current transportation problem and the resulting new demands on the planner. After outlining a planning framework composed of three analytical activities, long-range planning, short-range planning, and system surveillance, it outlines the functions of a software system, the Urban Transportation Planning System, that would effectively support the transportation planner of today. Such a system is presently under development at the Urban Mass Transportation Administration. /Author/
