RESPONSIBILITY FOR CONCRETE IN EUROPE
The two main approaches to the problem of construction regulations are the French and Germanic systems. In the French system based on the Code Napoleon which enforces legal responsiblity more clearly than any other, the architect and contractor are legally responsible for any major faults in a building for a period of 10 years, for minor faults, for a period of 2 years. In the Germanic system there are 3 degress of control; legislative level, national level, local level. The United Kingdom has developed a system similar to the French system. Britain also has a comprehensive 10-year warranty scheme administered by the British National House Builders Registration Council (NHRBC). The council members represent all organizations that have an interest in private building including consumers, developers etc. The home buyer receives several benefits: a precautionary check, the right to minimum standards of construction, an insurance policy, and partial protection against builder bankruptcy. Builders registered with the council are subject to regular checks to ensure that standards are being maintained. Comments are also made on the NHBRC inspection during construction, and the 2-year and 10-year guarantees.
