MONITORING THE QUALITY OF LIFE: A TOOL FOR PUBLIC POLICY ANALYSIS (ABRIDGEMENT)

A technique is presented which is based on an assumed relation between physical access to opportunities - particularly those that are considered to be obligatory - and the achievement of a QOL level. The paper focuses on the small area and minimal needs for establishing a satisfactory QOL. The technique is designed for use by policy makers to monitor changes in the conditions that are prerequisite to a satisfactory QOL at the neighborhood or community level. The operation of access over time is discussed and it is pointed out that change in access over time and for different groups of individuals within the population are of particular interest in this study. A measure of physical access to obligatory opportunities can serve as a proxy or indicator of QOL. The indicator format developed for this study is detailed, and the monitoring of prerequisite QOL conditions is discussed. The monitoring provides information on the need for or the efficacy of a partcular type of policy.
