CLASSIFIED LICENSIING: DEVELOPMENT OF PROCEDURES AND MATERIALS: VOLUME IV. THE EXTENT AND DISTRIBUTION OF FUNCTIONAL ILLITERACY IN NORTH CAROLINA AS DETERMINED BY THE USE OF THE ORAL DRIVER LICENSE EXAMINATION

The North Carolina Division of Motor Vehicles and the University of North Carolina Highway Safety Research Center agreed to participate in an effort to determine the extent and distribution of funcitional illiteracy in the state as determined by the use of the oral driver license examination. The information was desired for the purpose of making realistic long-range plans for upgrading the reading levels and increasing the literacy rates in the state. At the same time, the data will help identify those driver license examining stations where the use of the oral exam is greater so that appropriate arrangements can be made for adequate coverage.
