ANALYSIS OF TUG EFFECTIVENESS IN PREVENTING COLLISION AND GROUNDING OF TANKER VESSELS IN CONFINED WATERS
This Paper discusses manoeuvring situations in confined U.S. waters which could lead to collision or grounding of tankers, and places those hazards in perspective with other potential causes of water pollution. Ship control problems are discussed with particular emphasis on the capabilities and limitations of tugs. Tug design trends pertinent to the limitations are reviewed. Typical accident cases from U.S. Coast Guard records are cited as a means of identifying design requirements which should be considered in the future and the feasibility of an innovation to increase the effectiveness of tugs used for escorting tankers is discussed.
