MANPOWER PLANNING FOR OFFSHORE VESSELS. A SYSTEMS APPROACH

It is suggested that the traditional approach of capital investments decision followed by discussions between owners and naval architects resulting in a vessel design is outmoded, particularly in a high technology area such as the offshore industry. Such an approach results in the production of a vessel, probably fitted with highly complex equipment intended to fill a novel role but, the manning of such a vessel is often treated as the simplest part of the operation. Instead, a systems approach is proposed, allowing for selection and training, man/machine interface and safety.
