PRACTICAL EXPERIENCE IN THE OPERATION OF HIGHWAY MAINTENANCE SYSTEMS AND THE USE OF THEIR OUTPUT

The experience of the County of West Midlands with data collection for a specific maintenance information system--the MARCH (Maintenance Assessment, Rating and Costing for Highways) system--is outlined, with emphasis on the policies for the hiring and the methods of training of the assessors who were to gather the data on road conditions. A comparison is made between the maintenance allocations made to the various districts of the County prior to and after implementation of the system. It is concluded that the system helps make better use of resources by directing them to the areas of greatest need.
