TRANSPORTATION CHARGES FOR IMPORTED CRUDE OIL--AN ASSESSMENT OF COMPANY PRACTICES AND GOVERNMENT REGULATION

The Federal Energy Administration's transportation regulations were inadequate in preventing companies receiving payments greater than their actual costs. Companies reported about $26 million in transportation charges which GAO questioned or considered overcharges. The overall reliability of the Federal Energy Administration's transportation cost data is questionable due to inconsistencies and incompatibilities in reporting systems and inadequate audits.
