TANKER POLLUTION ABATEMENT REPORT: A STUDY OF TANKER CONSTRUCTION, DESIGN, EQUIPMENT, AND OPERATING FEATURES RELATED TO IMPROVED POLLUTION ABATEMENT. EXECUTIVE SUMMARY

This report represents the Maritime Administration's current assessment of its pollution abatement standards for the construction differential subsidy tanker construction program. The report was performed in response to the rash of oil tanker accidents which occurred during the winter of 1976/1977 causing major oil spills in or near U.S. waters and the subsequent Coast Guard proposed rulemaking implementing the Presidential initiatives concerning the marine transportation of oil. It is concerned both with the application of certain pollution abatement features to existing vessels, as well as with new tanker design features.
